OPC Portfolio & Capital Planning: Module 3 Budget and Resource Analysis

Use water lining to select projects for the budget plan. Prioritize projects according to a specified limits constraint. Projects above the water line meet the criteria and can be included in the plan. Projects below the line are excluded. 


    
1. Forced-in and Forced-out projects.
Before setting water line options, mark projects as forced in if they must be included in the budget plan regardless of meeting the water line criteria. Conversely, mark projects as forced out if they shouldn't be included even if they meet the criteria. 


2. Set Waterline Options.
Let's set the waterline options. Use the top section to set the constraint that determines if a project is above or below the waterline. Turn on the option to automatically include projects above the waterline. Use the sort by section to specify the order in which projects are listed.
In this example, we want projects with a forecast total less than $2 million ranked by the project evaluation score in ascending order. Projects listed above the waterline meet the criteria.

3. View the summary.
View the summary to see how the total proposed budget compares to the target budget. The y-axis represents a portfolio value or objective that you want to maximize, such as improving net value or maximizing adherence to strategic priorities. The x-axis represents cost constraint fields, such as total planned budget or forecast.
