OPC Portfolio & Capital Planning: Module 2 Budget Planning

Budget planners need to know if there are sufficient funds before approving project budgets. Portfolio-level fund sources aid in this process by tracking money available for projects within a portfolio. 

1. Fund sources.
Funds can come from a variety of sources, such as endowments, grants, and government. Funding needs to be monitored to verify compliance with regulations and ensure the money is spent on the right projects.


2. Three main steps in fund management.
There are three main steps in fund management. Allocation, how much money from the fund is reserved for specific projects in the portfolio. Appropriation of the money allocated, how much of it has been committed to work related to the projects. And Сonsumption, how much money from the fund has been used by the projects.


3. Add a Fund.
On the Portfolio Fund Sources page, Add a fund. Enter the start and finish dates of when the fund is available. Add a total value for the fund. If the fund is available for multiple years, distribute how much is available each year. Unlike funds created for workspaces, programs, or projects, portfolio funds can only be distributed annually.


4. Allocation rules.
Next, use allocation rules to define what type of projects can use the fund. For example, a city fund may only be used for renovation projects. Add a filter where the project code Construction Type equals Renovation. During the budget planning process, only projects with the Renovation code value are eligible for this city fund.
If no rules are applied, the fund can be assigned to any projects in the portfolio. 


5. Monitor the usage of Funds.
The Fund Totals tab displays totals for all projects approved for the budget plan in the portfolio. This allows you to monitor the usage of funds for each project. Click on a value link to see the breakdown of each fund assigned to a project.
