The Time competence element enable the individual to define, sequence, optimise, monitor and control all components necessary to deliver the agreed outcomes of the project/program or portfolio.
A project or a programme is a collaboration between people from different disciplines and organizations. It is a temporary cooperation, in which it is important to know who we need and when, and for this we require a schedule. That is easier said than done, as at the start the team only consists of the sponsor and the project/programme manager. In order to make a good estimate, you need experts, but you can only hire those in when you have received approval for the schedule. This is the well-known chicken and egg problem. This competence element is about you being able to develop a clearly laid out plan, which is easily readable and understandable. This plan also has to inspire sufficient confidence in the decision-makers that they give their approval to it. During the execution, it is fundamental for activities to be started up on time, to know when certain financial resources have to be available, and to assess whether we are going to achieve the set objectives. The WBS work packages are the basis for drawing up a detailed schedule. Such a work package has a clearly described end result, and it is necessary to divide these up further into activities required to deliver this end result. For all these activities, we determine what they are dependent on, and what has to be organized before we can begin with particular types of work. Finally, we produce a schematic representation of this.
